Black Swan Consulting, LLC, (BSC) headquartered in Washington, DC, is a minority-owned small business providing comprehensive real-estate management and community needs servicing nation -wide government agencies, quasi government agencies, local universities, developers and non-profit organizations. Led by Spencer Davis since our inception in 2019, Black Swan has developed a unique set of skills that are geared toward streamlining government procedures to achieve better production, as well as navigating the challenges of doing more with less funds and under budget. 

Utilizing our robust network of government, commercial, international, and private sector connections, we pride ourselves on our ability to be your one-stop shop for all things real-estate and for construction facilities management support. We employ team members with industry leading credentials who can lead and manage projects of all sizes and applications. BSC was established to address a need that was visible in the construction and facility management arena: the need for a reliable and knowledgeable partner that can provide multifaceted customizable solutions for the betterment of our beloved community.

Our President & CEO

Spencer Davis is a construction and real estate management professional with 33 years in the industry. Growing up in the construction industry, Spencer’s introduction to building was through hands on field experience. From building residential subdivision housing in South Carolina to large scale commercial and military projects in the Baltimore-Washington Transit Area, he has worked in almost every role - from painting, carpentry, cost analysis, subcontractor hiring, operational management, senior project management, to deputy director for the District of Columbia, Department of Real Estate Services.

Motivated by a strong sense of urgency and remarkable endurance, he enjoys and thrives on implementing big change in difficult situations. Spencer’s extraordinary ability to engage and mobilize individuals and groups has led to an exceptional track record of improving efficiency, ensuring transparency and accountability, and leading organizational change. His dedication and leadership have resulted in recognition from numerous sources including former Mayor, Adrian Fenty and Police Chief, Cathy Lanier for his extraordinary efforts. During his tenure with the DC Government, Spencer:

  • Directed the daily operations of a $440 million military housing project, which included site construction, building management, and facility maintenance for 17 sub-divisions for Clark Realty Builders.

  • Reduced employee overtime by 40% and increased efficiency and responsiveness during his four year commitment to the DC Department of Real Estate Services

  • Led a 24-hour snow clearing and inspections of all the District of Columbia’s leased and owned facilities - ensuring MPD, Fire, and EMS experienced uninterrupted operations during the historic snowfall of 2009- 2010.

Currently, Spencer serves as the President and CEO at Black Swan Consulting LLC, which specializes in getting real-estate and facility initiatives off the ground for government agencies, quasi government agencies, universities, developers and non-profit organizations.

Spencer lives in Washington, DC and is a proud parent of two beautiful children; his son (deceased), a Banneker Achiever graduate and his daughter, a 2020 graduate of Cleveland Elementary. As a passionate and engaged parent, Spencer continues to be active in local industry organizations such as the National Forum of Public Black Administrators (NFBPA) and is thrilled to be the President of his daughter Parent Teacher Association and an active member of his Ward One community.

Alicea Gay

A proud graduate of Hampton University, Alicea Gay is a new homeowner to District of Columbia, Ward 4, and has a reputation for being a multifaceted self-starter with her knowledge in business best practices and sales. Working in the small business-private sector for 5 years, Alicea has developed a wide-range skillset and aptitude supporting Marketing and Outreach, Community Relations, Impact and Influence, Social Media Management, Project Management, and Business Development. She is fueled by her passion for public health, social injustice, and public policy. As a new member to the team, Alicea is responsible for providing exceptional customer service, maintaining client relationships, and managing inventories of our PPE products.

Angela, a long-time educator, distance learning strategist, and professional communicator, located in Florence, SC, has a BA in English and MA in Professional Communication, both from Clemson University. With experience in public and private education both K - 12 and higher education leadership as well as profit and non-profit small businesses, Angela fuses multimodal technologies to enhance visual and information design. Angela is responsible for providing easily accessible information and website management and design.
